Held that a local ordinance regulating animal trappings within city limits was enacted pursuant to the city’s authority to regulate land use and public safety. That the ordinance closes municipal areas to trapping did not make it substantially irreconcilable with the State’s authority to open other areas to trapping, and therefore, the ordinance was not impliedly prohibited by state law.
