City of Crestwood v. Affton Fire Protection District
Ruled that statutory scheme governing a city’s annexation of an unincorporated area served by a fire protection district, which requires cities in St. Louis County to pay a fee to the district while permitting cities outside the County to negotiate a with the district, (i) has a rational basis and so is not a constitutionally invalid special law, (ii) is not a tax on city residents and so does not violate constitutional limits on local tax rates or the due process clause, and (iii) is not an unconstitutional unfunded mandate
