Held that Senate Bill No. 26, which in part sought to add statutory procedures for imposing discipline on law enforcement officers, violated the Hancock Amendment to the Missouri Constitution, which limits state and local government taxation and spending; it did not, however, violate the state constitution’s original purpose requirement, prohibition on use of public funds for private purposes, or the equal protection clause
