Ruled that the statute limiting the right of local citizen initiatives to regulate auxiliary containers did not facially violate the state constitutional provision governing initiative and referendum. The Legislature may place limits on the powers of local government, including the power of local initiatives, as long as these limits do not infringe on other constitutional rights.
