Held that unabandoned possessions of houseless persons constitute property and were protected by Hawaii’s due process clause. The county therefore violated procedural due process rights of houseless individuals by not providing adequate notice and pre-deprivation contested case hearing for possessions seized and destroyed during encampment sweep.
