Ruled that defendant failed to demonstrate that dismissing a petition for post-conviction relief filed five years after the discovery of the evidence on which the petition is based violates the Utah Constitution. But court noted that "the inflexibility of the [Post-Conviction Remedies Act]'s time and procedural bars could conceivably prove constitutionally infirm in a different case
