Ruled that a right-of-way approved by the federal government under the General Railroad Right-of-Way Act was not a conveyance patented by the United States under the Washington State Constitution because patents apply to the conveyance of title in fee ownership, not lesser nonpossessory interests in land; Washington State therefore never disclaimed its ownership of the shoreland
