Held the county failed to prove that the application of the Aircraft Valuation Law to Delta Air Lines’ aircraft resulted in an assessment below fair market value in violation of the constitution. The county also failed to prove that the statute is facially unconstitutional and presented no support that a statutory valuation method unconstitutionally intrudes on the Commission’s assessment authority.
