Ruled that sex offender registration statute does not unconstitutionally regulate citizens’ “social status” because defendant “proposed [no] plausible construction of the Provision that would prohibit criminalizing certain types of conduct on the theory that it would create a disfavored class comprising those convicted of such crimes.”
