Court majority upheld ballot initiative that would protect an individual’s right to make and carry out own reproductive decisions, including abortion before fetal viability, because it contained a single constitutional amendment, therefore ballot board did not abuse discretion or disregard applicable law by allowing initiative to move forward. Concurrence would have held that constitution’s initiative and referendum clause does not limit ballot initiatives to a single subject, object, or purpose
