White v. City of Mableton

Held that House Bill 839, which provides a charter for and incorporates the City of Mableton within unincorporated Cobb County, and also created community improvement districts (CIDs) within it, did not violate the Single Subject Rule. Creation of CIDs within the city had a natural and logical connection to the chartering and creation of the city itself; the purpose of the CIDs was to allow the city to finance certain infrastructure and improvements in the same way that the charter provided for the city to exercise other powers and finance its operations.
