Donaldson v. City of El Reno

Held that the amendment to the Sex Offenders Registration Act, prohibiting sex offenders from residing within 2,000 feet of city park, applied retroactively. Because the prohibition was not punitive, the retroactive application did not violate the ex post facto clause of the Oklahoma or United States Constitution.
