Hawaii Supreme Court held state due process clause requires law enforcement to record in-station custodial interrogations and, when feasible, out-of-station custodial interrogations, as a necessary procedural safeguard that protects an accused’s rights to confrontation, to a fair trial, and against self-incrimination.
