The Arkansas Supreme Court struck down a law that divested circuit courts of original jurisdiction over facial constitutional challenges to state laws and conferred that jurisdiction on the court of appeals. The court found the law violated provisions of a 2000 amendment governing the state’s judiciary that, taken together, conveyed a clear intent to exclude original jurisdiction matters from the court of appeals.
