New Jersey Supreme Court held, in a case involving a police dashboard camera requirement, that a state counsel — created by a 1995 amendment to decide whether a law constitutes an unfunded mandate — exceeded its constitutional authority when it not only found a statute to be an unfunded mandate but also declared a funding mechanism in a separate, related law to be invalid
