Established that the right to initiate laws at the local level pursuant to article 4, part 1, section 1(8) of the Arizona Constitution does not extend to non-legislative initiatives. Held that an initiative proposed by residents, decreeing that a certain street within the city shall never be narrowed, was legislative in nature and fell within the citizens’ right to initiate laws at the local level
