Held that a statute prospectively eliminating a religious exemption to a vaccination requirement as a condition of public and private school enrollment did not infringe on state constitutional right to a free public school education. While the amendment was a rational exercise of legislative judgment reasonably related to state’s interest in caring for the health and safety of its students, and while some who were opposed to vaccination on religious grounds might opt not to take advantage of free public education, that did not mean the amendment deprived them of that opportunity. Also held that the statutory amendment did not impliedly repeal the statutory waiver of sovereign immunity.
