The Arkansas Supreme Court held that a clause providing that any voter-approved “measure,” expressly defined to include constitutional amendments, may be “amended or repealed” by a two-thirds vote of the legislature permits legislative changes to citizen-initiated constitutional amendments. As a result, the court reversed a trial court ruling that had voided 28 legislative amendments to a 2016 constitutional amendment legalizing medical marijuana.
