Illinois Supreme Court held statutes providing for pretrial release did not unduly infringe any inherent judicial authority to indefinitely detain pretrial a defendant who repeatedly failed to appear. Reversing the trial judge who ordered the detention, the court concluded the legislature could properly limit judicial discretion regarding pretrial detentions without offending any inherent judicial authority the court may have to deny or revoke bail.
