The governor partially vetoed a bill that created accounts to fund literacy programs, consolidating the accounts into one and allowing DPI to use funds for broad literacy initiatives. The Wisconsin Supreme Court held that a bill passed by the legislature creating accounts to fund literacy programs was not an appropriation bill, and thus was not subject to the Governor’s partial-veto authority under the state constitution, and the Governor’s invalid partial veto of bill meant that bill as passed by Legislature was law.
