The Colorado Supreme Court held that redistricting plans for the 2028 congressional election in five related initiatives could not proceed to the ballot, finding they violated the single-subject requirement. The court held, in part, that when a measure’s effectiveness is expressly conditioned on the passage of a separate measure, the measure contains multiple subjects.
