Castellanos v. State of California et al.
Plaintiffs claimed that a 2020 ballot measure classifying app-based drivers as independent contractors infringed on the state legislature’s constitutional authority to create a workers’ compensation system. Plaintiffs argued the measure exempts workers previously classified as employees under state law from workers’ compensation. Intermediate court reversed a trial court’s ruling of unconstitutionality on this claim, and largely upheld the measure. The California Supreme Court upheld the measure, saying the legislature did not have sole authority to the exclusion of citizens’ initiative power.
